Assistant Technical Team Leader for the ongoing steering committee meeting in Qacha’s Nek warns that, the national constitution’s Land Allocation Guidelines are Inadequate for Spatial Planning.
Addressing the steering committee in Thaba-Tseka yesterday, Mr. Teboho Lebusa declared that while land allocation is meant to be the responsibility of local councils, there have been reports of illegal land allocations by individual councilors, chiefs, and public servants, hindering effective spatial planning in Lesotho.
On the other hand, the district’s physical planner Ms. Lipalesa Sebilo indicated that improper land allocation procedures are still prevalent, leading to irregular allocations. Furthermore, she stated that the implementation of the Land Management Act is not consistent across Lesotho, which hinders its effectiveness.
Meanwhile Mrs. Mathato Sekalaka, the District Council Secretary also stipulated that Community councilors often abuse their power and are a major contributor to illegal land allocations. Adding that when a community councilor’s terms end, office equipment is often removed from the office, which causes disruptions in the continuity of operations.
The district’s Town Clerk Mr. Tefo Mofolo concluded by saying it is important that those in illegally allocated land are evicted from such places, saying the government needs to have planned places where they will be taken to.
