Applications must be submitted to the district departments and community councils nationwide.

The Minister said applicants below 24 years are eligible and must be; double or orphans, come from vulnerable families or have a disability

Compulsory documents include parents’ death certificates (where applicable), the applicant’s birth certificate, a letter from the local chief, an official confirmation of vulnerability, and proof of admission from school
